How much higher will fuel prices get before the Tories bring in their pre election fuel duty escalator?

they said if fuel prices goes up they would reduce fuel duty ,well I have seen no evidence of this yet. Fuel is going up every week, 2 weeks ago a litre of diesel cost �1.16.99 a litre today it costs �1.21.99.
