Unemployment and child support?

My stepdaughter's deadbeat dad has not paid child support in about 4 years. we opened a case with the TX AG, but at the time, the was working cash jobs and the state closed the case (so much for enforcement). well i believe he is now taking unemployment. Can this be used for child support. Also, who is responsible for proving that he is behind? If you only count the last 4 years, then he owes about 14K, but i think he was behind before that when we tried to open the case. I am not really interested in the money (though it would be nice) I just want this POS in jail or to suffer!! What should we do??? My wife has kinda just been like "well he won't pay it". i can;t believe it....I cannot believe there are such sorry people like this. Should I just hit him with a louisville slugger next time I see him? He doesn't pay CS, only calls daughter a couple times of year around xmas, and doesn't provide health insurance for her either as ordered by the court. He lives in mississipi and we are in TX. Unfortunately there hasn't been a tornado to send a 2x4 through his skull. as you can see I HATE this guy. He won't sign away his rights either cause he thinks he's a great dad!! WTF?!?!?!?
